2004 Networks is an Austin, Texas-based, acquisition-driven broadband company targeting the consolidation and modernization of rural and near-urban fixed Wireless Internet Service Providers (WISPs) across the southern United States. Launching in Texas and Louisiana soon.

Jim Edwards, CEO and Co-Founder
Jim Edwards has founded multiple companies in the telecommunications industry, which collectively grossed over $300M in profitable revenue, had over 2 million customers, managed thousands of employees operating in 38 states, obtained multiple patents, and held executive positions involved with some of the most cutting-edge technologies of the time with companies like Motorola C&E, RCA Global Communications, and Graphnet Inc.
Jim co-founded Rural Telecommunications of America, Inc. (RTA), a merger and acquisition company in the rural internet service niche, acquiring $14.5M in investments, and consolidating three ISPs. These were integrated into a 13,000-mile fiber network provider with 16 data centers totaling revenues of $12M+. Luc’s last role was as the Chief Technical Officer of RTA America, Inc. until 2023. Before this role, he was the Sr. Manager of National Technical Services at Tellabs, directing worldwide operations and supporting most of Tellabs's products. Dr. Luc Nguyen joined Tellabs from T-Mobile, USA, where he served as Sr. Manager of Network Operations. He started his career in 1979 at Bell Laboratories and became an authority in traffic engineering and tower design; he served as director of R&D at BellSouth, consultant, and consulting manager to Nortel and Cisco. He also co-founded and was the CTO for Zvolve Systems to build network traffic management systems for large telecommunications operators. He received a BS in Mathematics at the University of Saigon, a BS in Computer Sciences at Georgia Institute of Technology, an MS, and a PhD in Operations Research at Columbia University. Dr. Luc Nguyen is also an adjunct professor at the High Speed Computer Communications Network at San Jose State University.
Kristopher Twomey, Chief Legal Officer and Co-Founder
Kris has over twenty-five years of experience providing legal and regulatory consulting services to small, regional internet service providers nationwide. After working for law firms in Washington, DC and San Francisco, Kris founded a solo law firm in 2002 specifically serving the legal and regulatory needs of this broadband niche along with emerging VoIP providers.
From 2005-2010, Kris was Regulatory Counsel and then General Counsel for CommPartners, the first purpose-built nationwide wholesale VoIP provider operating as a regulated CLEC in all fifty states. Kris was one of the founding members of the Wireless Internet Service Providers Association (WISPA), and served three terms on the boards of both the Fiber Internet Service Providers Association (FISPA) and California ISP Association. As his clients’ needs have evolved, so have his legal skills to include transactional work- drafting and negotiating a wide array of telecommunications contracts, mergers/acquisitions, due diligence, land use/structure access for fiber, carrier relations, and efficiently managing outside counsel. He received his juris doctorate from the Washington College of Law at The American University in 1997, after graduating with a dual major in international relations and political science from the University of New Hampshire, and minors in Russian and Russian Studies.
